A Phytosanitary Certificate is required to export plant products, if required by the country of destination. It is also necessary to certify that these products comply with the established phytosanitary requirements and are legal.
The authorities are increasingly regulating the export of plant products to avoid irregularities in their transportation. For this reason, the requirements established by the phytosanitary regulations in force in each destination outside the European Union are respected.
Let’s see the process to follow to obtain the Phytosanitary Certificate, if necessary.
Steps to obtain the Phytosanitary Certificate
Find out if there is an export protocol
The first thing to do is to find out if there is a protocol for the country of destination or the product to be exported. The operator must consult the phytosanitary requirements database of the Ministry of Agriculture, Fisheries and Food.
If there is an export protocol for that product with that country and Spain, it would already be agreed. Export conditions can be consulted at the Subdirectorate General of Sanitary Agreements and Border Control .
If there is no export protocol, you have to contact the corresponding department of the country of destination to find out the phytosanitary requirements of that country. The contact details are in the same requirements database where I consulted before.
In this case, the exporter is advised to contact the customer in the recipient country. To inform you of these phytosanitary requirements for export.
What can be done to speed up the process?
Through the CEXVEG application (Foreign Trade of Vegetables) you can request the application for the issuance of the Phytosanitary Certificate. This can speed up the process of applications at Border Inspection Points.
In order to use this application, you must first register on the Agriculture, Food and Environment website.
How to obtain the Phytosanitary Certificate?
In order to obtain the certificate, the exporting company has to contact the Plant Health Inspection Services of the point from which the merchandise departs. And it will manage through them, the obtaining of the Phytosanitary Certificate through the CEXVEG program.
To know the data of the Border Inspection Points of any region or province, you can consult the website of the Ministry of Agriculture and Environment. There they are collected.
It is essential to be well informed about what is needed in each destination country. In this way you ensure compliance with the law and provide a correct import and export of your plant products.
